    CNSI is adding a Project Training Manager to our teamThe OWCP Program Training Manager will plan, direct, and coordinate knowledge and skill development programs, to all Program stakeholders, for the successful implementation of a CNSI System. 

    What you will do: 

    • Analyze current and future training and development needs of stakeholders.
    • Understand the training effort by analyzing the customer requirements.
    • Understand the training effort by analyzing stakeholders' level of knowledge and skill in relation to the successful implementation of a CNSI System.
    • Design a training strategy that aligns with the Performance Work Statement (PWS).
    • Work closely with the Technical Manager, Requirements Manager and project management to design a comprehensive training program
    • Develop appropriate training programs for all OWCP stakeholders.
    • Develop all instructor materials (course outline, background material, and training aids) and all learner materials (workbooks, handouts, completion certificates, and program feedback forms) using industry best practices and customer requirements.
    • Estimate and obtain management support and approval for the time, resources and budget required to facilitate creation of training materials and proper delivery.
    • Conduct resource planning to ensure the right level of training resources along with task and time management of these training resources for each phase of OWCP Program.
    • Direct and monitor the design and development of detailed training plans to verify all functional, non-functional and business requirements have been satisfied and OWCP approval is received.
    • Work with PMO Specialist/Scheduler to create schedule for training activities to include any relevant training inter-dependencies for tracking
    • Obtain customer support and approval for the comprehensive training plan, as required.
    • Implement, conduct and monitor training programs for all OWCP stakeholders.
    • Organize and conduct the training kick-off meeting with the DOL/OWCP staff.
    • Escalate training risks and issues to the Deputy Program Manager (DPM).
    • Direct and facilitate the training logistics, including set-up of training environments, training locations, obtaining training equipment and obtaining any data required to facilitate training.
    • Conduct Instructor Training sessions, as needed.
    • Conduct formal classroom courses, workshops, seminars, and/or computer-based training for OWCP stakeholders, as required.
    • Oversee training sessions and report training status and results to DOL/OWCP staff.
    • Ensure content and structure of all training documents are documented and maintained in the OWCP Portal according to PWS requirements.
    • Develop, document, implement, monitor, and enforce all processes for training as per PWS requirements
    • Ensure the timely delivery of all training milestones.
    • Continuously monitor and improve the quality and efficiency of training processes and procedures.
    • Evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvement.
    • Assesses effectiveness of training and provide follow-up instruction as needed.
    • Ensure compliance with applicable CMMI L3 processes and procedures.
    • Preferred Knowledge of CMMI L3
    • Local travel to customer sites when needed.

    Who you are: 

    • Able to pass a National Agency Check Investigation (NACI)
    • Experience with developing and maintaining computer-based training (CBT)
    • Experience with creating presentations and leading Webinars
    • BS/BA degree, with recent experience of at least:
      • Five (5) years assessing training needs and planning, implementing, and evaluating education and training programs in the field of health care, medical bill processing or healthcare call center operations.
      • Three (3) years of that experience in a management role developing and providing technical and end-user training in the fields of healthcare, medical bill processing or healthcare call center operations (may overlap with other experience).

    OR

    • High School or GED equivalent diploma, with recent experience of at least:
      • Eight (8) years assessing training needs and planning, implementing, and evaluating education and training programs in the field of health care, medical bill processing or healthcare call center operations.
      • Five (5) years of that experience in a management role developing and providing technical and end-user training in the fields of healthcare, medical bill processing or healthcare call center operations (may overlap with other experience).
