    Purpose of Division:

    Human Resources develops and implements innovative human resources programs that enable NeighborWorks America to attract, develop, and retain the best and brightest diverse talent to achieve NeighborWorks America’s mission. As a strategic partner with management, Human Resources develops creative recruitment plans; develops and implements competitive comprehensive total compensation including benefits, incentives, awards and salaries; provides employee development, leadership, and programs to help employees retain technical skills; and, implements quality of life initiatives that provide increased flexibility for managers and employees and allow the NeighborWorks America to compete for and retain highly-skilled employees.

    Position Summary:

    The Director, Staff Learning & Development will work closely with the Senior Director, HR to build a strategic bridge between Learning & Development initiatives, performance, and business results. S/He will be responsible for facilitating the professional development of staff through the development, facilitation, and coordination of a wide array of training and educational resources. S/He will develop and implement key learning and developmental initiatives for all work force (employee and leadership) development, and will manage and administer the organization’s Staff Training and Education Program (STEP). The HR Division works in partnership with the Chief Diversity Officer to advance the work our of Race, Equity, Diversity and Inclusion Initiative (REDI), therefore this position will provide up to 20% support in collaboration with the Director, Race, Equity, Diversity and Inclusion.

    Essential Duties/Responsibilities: Human Resources

    • Develop and analyze surveys to identify training needs to develop new training programs or modify and improve existing programs.
    • Administration of the Staff Training and Education Program (STEP) which affords staff tuition assistance for university credit, professional training from external vendors, computer skills training, conferences, workshops, seminars and other staff development opportunities.
    • Manage staff development training budget for organization.
    • Manage staff development page on Inside NeighborWorks intranet.
    • Plan, develop and provide training and staff development programs, using knowledge of the effectiveness of various learning methods such as Instructor Lead Learning (ILT); Virtual Classrooms (VC); E-Learning (E-L); Mobile Learning (ML) and Blended Learning (BL).
    • Identify and arrange suitable training solutions using internal and external program options.
    • Coordinates and facilitates the design, implementation, and evaluation of the NeighborWorks® America Mentoring Program and Management Training and Leadership Development
    • Assess leadership development needs by collecting and analyzing data, work in partnership with subject matter experts to design leadership programs and resources.
    • Lead internal learning sessions on subjects such as leadership training, career development, and appropriate workplace conduct.
    • Manage e-learning vendors and the development of customized e-learning courses.
    • Develop testing and evaluation procedures to ensure training effectiveness. Evaluate instructor performance and the effectiveness of training methods, providing recommendations for improvement.2
    • Assist staff in the preparation of individual professional development plans to enhance and improve their individual performance
    • Manage the company’s learning management system (LMS).
    • Build deliver and communicate scheduled reports from the LMS and development opportunity tracking that measures aspects of training effectiveness, including learning dashboards.
    • Manage all unit reporting functions (scorecard, quarterly reports, board bullets and annual summaries).
    • Assist in the identification and tracking of key metrics to determine overall effectiveness of talent planning and initiatives to strengthen our leadership bench and talent pipeline.
    • Based on needs analyses, conduct market research and develop scope of work and technical review rubrics for all Staff Learning and Development Procurement Actions
    Race, Equity, Diversity and Inclusion:
    • Work in partnership with the REDI leadership to incorporate the NeighborWorks core competencies into learning and development initiatives for NeighborWorks staff (e.g., Equity Education Series, leadership development, Corporate Orientation). Facilitate DE&I related educational workshops, programs, and events for staff.
    • Displays flexibility, excellence, and energetic engagement as well as a passion and dedication to gender equity, diversity and inclusion.
    • Create solid, measurable learning objectives (i.e., SMART) based on knowledge, skills and abilities before making any decisions on methodology, timeframe or design. Ensure that all activities map directly back to the learning objectives and its DE&I initiatives that are specific to NeighborWorks America workforce
    • Identify strategic alliances and partnerships, benchmarks and trends in talent development around diversity, equity and inclusion which work to achieve corporate and individual goals to enhance and support the corporate DE&I business strategy. Track relevant and focused data to create regular reports and recommendations essential to the success of the varied programs and initiatives for staff at NeighborWorks.
    • Identify and define how DE&I impacts talent and development within NeighborWorks America.
    • Nature of Work Contacts: NeighborWorks America staff, contractors, vendors and other company representatives

    POSITION REQUIREMENTS

    Required Minimum Qualifications:

    (a) Education:

    • A Bachelor’s degree is required; A Master’s degree is preferred in human resources, organization development or related discipline. Relevant experience will be considered in lieu of an advanced degree.

    (b) Experience:

    • Minimum 7-10 years of experience in staff and organizational development with experience included planning and delivering leadership development programs and services.

    (c) Licenses, Certifications:

    • A Human Resources professional designation (i.e. PHR, SPHR, CPLP) is preferred.

    (d) Competencies, Knowledge, Skills & Abilities:

    • Skilled in change management, adult learning, performance management, training design, facilitation, project management, organization development, and coaching.
    • Experience in managing projects through delivery in complex multi-stakeholder environments is desired, as well as working with technology and tools to support leadership development programs (evaluation surveys and learning management systems).
    • Experience selecting and managing Learning Management Systems
    • Knowledge of principles and methods for curriculum and design, teaching and instruction for individuals and groups, and the measurement of training effects.
    • Experience in training design and delivery in the following areas highly desired: supervisory management, outcome-based strategic planning, project/operational planning, team building
    • Experience in collaborating to align/manage/introduce existing or new projects to an organization
    • Excellent organizational skills with ability to handle multiple projects and juggle competing priorities in a demanding environment
    • Exceptional commitment to accuracy, detail, and follow-up, along with an ability to work under high intensity situations when necessary
    • Demonstrated success working in and facilitating teams and working collaboratively
    • The individual must have knowledge, skills and abilities in intercultural communication and empathy; fostering psychological safety; group dynamics; visioning and cross-cultural competence to effectively contribute to a diverse and inclusive workplace. Assist in training managers on how to effectively recruit and retain a diverse team while framing talent development as an ongoing experience and managing staff in an equitable inclusive way
    • Ability to work with a wide range of people representing various backgrounds, levels of training, and career stages
    • Excellent interpersonal, communication and writing skills
